On 12/12/12 UPD officers were dispatched to the 900 block of N. Oak St. for a report of a red 1992 Suzuki Katana 750 motorcycle having been stolen. UPD officers were advised that the motorcycle had been stolen between 3:00 AM and 7:00 AM while it was parked in front of a residence on 12-11-12. UPD officers checked the area for the motorcycle but were unable to locate it.

On 12/20/12 at approx. 1:00 PM a UPD officer was on routine patrol in the parking lot of the Orchard Plaza Shopping Center (100 block of S. Orchard Ave.). The officer observed the previously reported stolen motorcycle being ridden in the parking lot. The motorcycle was now painted black. The officer attempted to initiate a traffic stop on the stolen motorcycle in the parking lot. The motorcyclist failed to yield to the officer’s red lights and siren. The motorcyclist rode between vehicles and in opposing lanes of traffic as it sped N/B on Orchard Ave. at approx. 50 MPH with Ukiah Police Units pursuing. The motorcyclist turned W/B onto Clara Ave., where it reached speeds of approx. 70 MPH. The motorcyclist ran the stop sign at the intersection of State St. and Clara Ave. The motorcyclist attempted to turn N/B onto State St., however was unable to negotiate the turn due to the unsafe speeds he was travelling. The motorcyclist nearly crashed on the West side of the street at the intersection. The motorcyclist was able to regain control while on the West sidewalk of the 600 block of N. State St. The motorcyclist continued riding on the sidewalk to the 700 block of N. State St., where the motorcyclist lost control of the motorcycle and layed it down. The motorcyclist attempted to flee on foot into the parking lot of Sports Zone Pizza, but was quickly apprehended. The motorcycle sustained minor damage.

The motorcyclist, Ryan Keoni Terkelsen (age 35 of Ukiah), had three warrants for his arrest and was also wanted by UPD in connection with an identity theft case and a burglary case.

Terkelsen was arrested and lodged at the county jail for the following charges:

1. 2800.2(a) CVC-Felony vehicle evasion

2. 496(a) PC-Possession of stolen property

3. 10851(a) CVC-Vehicle theft

4. 14601.1(a) CVC-Drive on a suspended license

5. 148(a)(1) PC-Resist/Delay arrest

6. 530.5(a) PC-Identity theft

7. 459 PC-Burglary

8. 14601.3-Arrest warrant for driving on a suspended license

9. 1203.2 PC-Arrest warrant for violation of probation

10. 1203.2 PC-Arrest warrant for violation of probation
