Statistics

Arrests included: 6 for shoplifting, 5 for public intoxication, 4 for drug influence and/or possessing drug paraphernalia, 4 for domestic violence, 3 warrant arrests, 2 for violating probation or parole, robbery, and 1 each for: possessing methamphetamine, possessing an illegal weapon, resisting arrest, failing to register as a sex offender, and assault with a dangerous weapon. Probation or parole holds were placed on 2 of these arrests.

Officers investigated 2 traffic collisions.

Officers took reports of: 3 vandalisms, 3 found property, 3 thefts, 3 missing persons, 2 child neglect, 2 frauds, and 1 each of; suicidal subject, battery, speed contest, domestic violence, threats, and animal bite.

Highlights for the Week

On February 2

ndat about 1:55 AM Ukiah Police stopped a vehicle in the 400 block of Clara Avenue. A passenger in the vehicle, 29 year old Armando Barrera Garcia, of Perris, California, had a local warrant for his arrest for DUI. Garcia was arrested and booked into the County Jail. 13-0267

On February 8

that about 6:20 PM Ukiah Police responded to the 700 block of North Bush Street for an intoxicated male stumbling on the sidewalk. Officers contacted 52 year old David James Lowry, of Covelo, who nearly fell and was arrested for public intoxication. 13-0324

On February 11

that about 10:55 PM Ukiah Police stopped a vehicle being driven by 48 year old Kelly Jean Kennedy, of Santa Rosa, in the 200 block of South Dora Street. Kennedy had been drinking, and was found to be too intoxicated to drive and was arrested for DUI. 13-0354

On February 12

that about 9:25 PM Ukiah Police responded to a residence in the 600 block of Walnut Avenue for an open 911 line with fighting heard in the background. Officers arrived and were contacted by the victim outside, who was upset and crying. Officers learned 38 year old Kelli Stormi Cosman became engaged in an argument with the victim which became physical. The victim tried to leave the house, and Cosman pushed the door shut and wouldn’t allow the victim to leave. Cosman tried to forcefully remove an item form the victim, and at one point dragged the victim to another room and then placed her foot on the victim’s face while still trying the force the item free. The victim released the item and was able to run out of the house and was met by the police. Officers contacted Cosman and arrested her for robbery, kidnapping, and unlawful restraint. 13-0359

On February 13

th at about 8:10 AM Ukiah Police were contacted by 23 year old Abigail Joy Comstock, who wanted to report a violation of restraining order. Comstock explained she had a restraining order against 29 year old Joseph Wayne Mork, and that the order allowed for peaceful contact. Comstock met with Mork that morning for a child exchange, and Mork used his phone to video Comstock. Comstock stated she grabbed the phone and tried to forcefully remove it, and that Mork threaten her during the minor struggle. Comstock was subsequently arrested for robbery, and when officers spoke with Mork he claimed he had most of the contact Chris Dewey Chief of Police

recorded. When officers tried to arrange to meet with Mork and view the video, Mork became evasive and claimed he was unavailable. Officers attempted to contact Mork at a residence in the 100 block of East Mill Street, and Mork attempted to elude the officers by fleeing through a back window. Mork was ultimately arrested for violating a court order and resisting arrest. 13-0363

On February 14

that about 11:25 AM Ukiah Police stopped a vehicle in the 600 block of Leslie Street. The front passenger, 25 year old Brandon James Smith, of Redwood Valley, suddenly exited the passenger door and fled on foot. The pursing officer knew Smith had multiple warrants for his arrest, and chased Smith through the adjacent mobile home park. A perimeter was quickly established with assistance from the California Highway Patrol and Mendocino County Sheriff’s Office, and Smith was able to elude the pursing officers several times. Smith was eventually captured, and was found to have a hypodermic syringe in his possession. Smith was booked into the County Jail for numerous warrants charging violation of probation, and for resisting arrest and possessing drug paraphernalia. 13-0374

On February 14

that about 10:25 PM a Ukiah Police Officer noticed 22 year old Curtis Daniel Bettencourt, of Ukiah, staggering in the strip mall at 100 Talmage Road. Bettencourt was found to be very intoxicated, and in violation of his probation which prohibits alcohol consumption. Bettencourt was arrested for violating probation. 13-0378

On February 16

that about 1:15 AM Ukiah Police contacted 27 year old Ivan Cocone Pantaleon, of Ukiah, and 27 year old Keith Allan Sambad, of Santa Rosa, in the 200 block of East Perkins Street. Both subjects were intoxicated and had difficulty standing unassisted. Pantaleon and Sambad were arrested for public intoxication. 13-0386

On February 16

that about 2:05 AM Ukiah Police stopped a vehicle being driven by 23 year old Julio Cesar Vazquez, of Willits, in the 100 block of Clara Avenue. Vazquez had been drinking, and was found to be too intoxicated to drive and was arrested for DUI. 13-0387

On February 16

th at about 5:40 AM Ukiah Police responded to the hotel at 601 Talmage Road for a domestic disturbance. Officers learned 30 year old Kenny Eugene Chambers had pulled on the back of the victim’s clothing causing the victim to fall to the ground, causing minor injury. room that was being packaged and sealed. Chambers was arrested for domestic violence and possessing marijuana for sale. 13-0390

On February 16

that about 2:40 PM a Ukiah Police Officer observed 37 year old Danny Joe Anderson, of Santa Cruz, standing in the 500 block of North State Street yelling at himself. Anderson was apparently upset at having just argued with his girlfriend. Anderson was on probation in Santa Cruz County for burglary and identity theft, and was in Mendocino County without permission. Anderson was arrested for violating probation. 13-0392

On February 18

that about 1:00 PM Ukiah Police stopped a vehicle in the 200 block of Washington Avenue. The vehicle’s passenger, 27 year old Austin Joseph Dalbalcon, had a marijuana cigarette inside his pocket, and was found to possess a fixed bladed knife also concealed within the pocket. Dalbalcon was arrested for possessing an illegal weapon. 13-0403

On February 20

that about 10:25 AM a Ukiah Police Officer saw 21 year old Bradley Scott Lilburn Lucido in the 100 block of East Gobbi Street. The officer knew Lucido had several warrants for his arrest, for theft, violating probation, and drug violations. The officer arrested Lucido and found a methamphetamine pipe inside Lucido’s pants pocket. Lucido was additionally charged with possessing drug paraphernalia. 13-0413

On February 20

th at about 3:45 PM Ukiah Police responded to the 700 block of South State Street for a report of a driver pointing a handgun at a pedestrian. The victim reported walking across the Gobbi and State Streets intersection and saw 25 year old Jerry Dean Hamilton, of Willits, inside a vehicle stopped at the light. The victim claimed to have been in an altercation with Hamilton in the past over money owed for marijuana. The victim stated Hamilton yelled at the victim and got the victim’s attention, and pointed a handgun at the victim from inside the vehicle. The victim thought Hamilton may have fired the handgun at the victim, who was attempting to hide behind cover. Responding officers had located Hamilton and the vehicle in the 1000 block of Cunningham Road, and determined Hamilton was on search probation for unlawful imprisonment. Hamilton had a large fixed blade knife, a BB pistol, less than one gram of methamphetamine, and numerous syringes with him inside the vehicle. Hamilton stated he did fire the BB pistol at the victim. Hamilton explained he was scared of the victim because the victim had stolen money from him in the past, and that the victim was Chris Dewey Chief of Police

capable of violence. Hamilton was arrested for assault with a deadly weapon, possessing methamphetamine and drug paraphernalia, and violating probation. 13-0419

On February 20

that about 7:35 PM a Ukiah Police Officer was in the Wal Mart parking lot and observed two subjects trying to assist an obviously intoxicated person from a seated to a standing position. The officer contacted the intoxicated subject, who could barely speak and had urinated on himself, and who claimed he’d broken his arm. Paramedics were summoned and determined the subject’s arm was not broken, and he was arrested for public drunkenness. The officer identified the subject as 53 year old Stacey Caroll Moddrelle, of Willits, by a jail wristband worn by Moddrelle, and determined he’d been in jail two days prior. 13-0422
